Billy and Chelsea have both gone through some challenging situations. Billy calls himself the “king of broken relationships”. He has also had a lot of struggles on the professional front, finding it difficult to stay employed.
Chelsea has struggled with mental health issues. At one point she even contemplated possibly ending her life. Her emotional battles have been daunting.
Billy and Chelsea started as friends and have been there for each other in some of the most trying times. While they have had some attraction to each other, they have been careful to not jump in too far too fast. They have wanted to heal before they pursued a relationship with each other.

Billy has been cautious and conscientious. He has felt attracted to Chelsea but has been careful to not push her or move too quickly. Sharon Newman (Sharon Case) has warned Billy about moving too fast and has encouraged him to put Chelsea’s wholeness first.
He listened to Sharon’s advice. Billy has let Chelsea take the lead on what she feels ready for and comfortable with. When they went to the Genoa City gala together, Billy didn’t push Chelsea to experience any more than she could handle that evening. They even left the event early because it was too much for Chelsea.
They shared a kiss and they both feel strong attraction to each other. Chelsea then tells Billy that her son will be away for the night. She invites him to stay the night with her. They end up making love.
